Small Business Standard Proposal Writing

For small businesses, Contracting Resources Group offers a mid-level solution for GSA Schedule Proposal Writing services.  CRG has developed a Small Business Standard service to assist companies who have the time to navigate the post-submission GSA Schedule process, but want to utilize CRG’s expert proposal writing services.  CRG will identify the optimal Special Item Numbers (SINs) for your company, and deliver a GSA Schedule Welcome Packet customized for the GSA Schedule that the client is targeting.

In order to ensure optimal satisfaction, CRG works with clients to develop project plans that fit into their existing schedules and maximize growth potential.  In order to be as flexible as possible, CRG has broken its Small Business Standard service into four stages:

Stage 1: Getting Started

To jump-start a Standard proposal effort, CRG prepares a GSA Schedule Welcome Packet for your company.  This packet outlines the content required to prepare a complete GSA Schedule Proposal, and includes an Administrative Action Items checklist, a Content Matrix, and customized templates for each component of a GSA Proposal.  Your company receives the GSA Schedule Welcome Packet and a request for a GSA Schedule Project Kick-Off Call within one business day of contracting with CRG.  During this call, one of our Senior Consultants walks through the GSA Welcome Packet with your company’s official representative and outlines the ideal preparation and submission strategy.  This Kick-Off Call introduces your team to the proposal process, and presents a proven course of action which will ultimately lead to contact award.

Stage 2: Proposal Preparation

In order to prepare a complete and responsive GSA Proposal, CRG must gather information related to your company.  Throughout this stage of the proposal process, CRG manages the project with status calls which are scheduled at your convenience. During these calls, a CRG Senior Consultant reviews any content received, and addresses outstanding content required.  For the remainder of each status call, CRG responds to any questions or concerns that your team may have relating to the process as a whole.  Once CRG has provided all required content, CRG delivers a complete GSA Schedule Proposal Package to your team within two weeks.

CRG is available for scheduled status calls upon your company's request in order to continually provide support in navigating the  proposal efforts.  Once CRG has reviewed every element of the proposal and final revisions are made, CRG will compile and deliver a complete GSA Schedule Proposal Package to be submitted to GSA via the eOffer system.

Stage 3: Proposal Submission and Review

After your company approves the GSA Schedule Proposal Package, CRG guides you through GSA’s eOffer system, which is used to submit a GSA Schedule Proposal.  The proposal is then randomly assigned to a GSA Contracting Officer or Specialist.  GSA is currently experiencing an increase in proposal volume and may take up to 180 days to review and request clarification. During this unpredictable review period, CRG will instruct your team on how to judiciously expedite a proposal offer when there is an opportunity to do so.  CRG will maintain contact with you, and ensure that your team understands how to appropriately deal with the reviewing GSA Contracting Officer.

Stage 4: Post-Submission Clarifications and Negotiations

Once GSA has reviewed the proposal, you will receive a request for clarification or “Deficiency Letter” from the Contracting Officer.  Typically, clarifications fall into one of the following categories:

  1. Information needed due to the lapse of time since submission of the proposal
  2. Explanation of client’s financial standing
  3. Further description of discounting policies and procedures
  4. Revision of information format due to the Contracting Officer’s individual preferences

CRG will guide your team through the clarification stage and identify which items the you are required to address.   GSA’s clarification requests have response deadlines stated at the end of the clarification letter.  If your company requires  additional time to respond, CRG will instruct you on how to properly request an extension.  Finally, CRG guides your company through the clarification submission process.

Once all clarifications have been addressed, GSA requests a pricing negotiations call.  As a result of the pricing strategy developed with your company during the Proposal Preparation stage the team is prepared for a successful price negotiation with GSA.  CRG reviews negotiation strategies with your team prior to the call so that your team knows what to expect.  At the conclusion of the price negotiations, the GSA Contracting Officer will issue a Final Proposal Revision (FPR) request, to which your company must respond to within 24 hours.  Upon receipt of the signed FPR, the GSA Contracting Officer will process the award.
